Retail Sports Betting in Maine


In-person sports betting in Maine is small but growing. LD 585 opened retail licenses both to tribal partners and to commercial casinos and off-track betting facilities. As of early 2026, only one permanent retail sportsbook is open — but two of Maine's commercial casinos are license-eligible and could add sportsbooks at any time.

How Retail Licensing Works in Maine

Maine's two-tier licensing structure separates online sports betting (reserved exclusively for the four Wabanaki Nations) from retail sports betting (available to tribal partners and to commercial casinos and off-track betting facilities). A commercial casino does not need a tribal partnership to host a retail sportsbook — it can apply directly through the Maine Gambling Control Unit.

Why Only One Retail Sportsbook So Far?

Maine's small population and concentrated handle make the economic case for retail less compelling than in larger states. Most operators prioritize mobile, where the bulk of US handle flows. Oddfellahs in Portland opened in September 2024 to capture downtown foot traffic and serve as a marketing flagship for the Caesars Maine brand.

Outlook

  • Hollywood Casino Bangor — eligible for a retail sportsbook license. Penn Entertainment property, no announced launch date.
  • Oxford Casino — eligible, also no announced timeline. Owned by Churchill Downs Inc.
  • Off-track betting facilities — also eligible but generally unlikely to invest in full sportsbook buildouts at current scale.
