Oxford Casino is one of two Maine commercial casinos eligible to apply for a retail sports betting license under LD 585. As of early 2026, the casino has not opened a sportsbook on-site — but the license tier remains open to it.

The Path to a Retail Sportsbook

Maine's LD 585 permits commercial casinos to apply directly to the Maine Gambling Control Unit for a retail sports betting license, separate from the four exclusive online licenses held by the Wabanaki Nations. Churchill Downs — which owns Oxford Casino as well as TwinSpires (its national online wagering brand) — has the corporate infrastructure to launch a retail book if Maine's economics support it.

Why It Hasn't Happened

The combination of Maine's modest population, the two-operator online dominance of Caesars and DraftKings, and the capital cost of building a retail sportsbook footprint has slowed commercial casino entries. Most national casino operators prioritize online expansion (where ~95% of US handle flows) over retail buildouts in smaller states.

Online Alternatives

Bettors in western Maine — Oxford County, Lewiston-Auburn, the Sebago Lake region — can place bets online through Caesars and DraftKings via the standard mobile apps.
