Passamaquoddy Tribe


The Passamaquoddy Tribe is the only one of Maine's four Wabanaki Nations that did not partner with Caesars under LD 585. Instead, the Passamaquoddy selected DraftKings as their commercial online sports betting operator — giving DraftKings its sole route to the Maine market.

Two Reservations

Uniquely among the Wabanaki Nations, the Passamaquoddy maintain two distinct reservations in eastern Maine: Sipayik (also called Pleasant Point) in Perry on the coast, and Indian Township further inland near Princeton. Both communities share a single tribal government that selects the Nation's commercial partners.

The DraftKings Partnership

The Passamaquoddy Tribe's selection of DraftKings over Caesars defines the structure of Maine's online sports betting market. Because three other Wabanaki Nations chose Caesars, DraftKings effectively split the market 1-to-3 by tribal license — though both books compete for the same statewide customer base.

The agreement generates revenue for the Passamaquoddy through a share of Maine sports betting handle processed by DraftKings, supporting tribal government, social programs, and economic development.

Sovereignty & Economic Context

The Passamaquoddy have actively pushed for expanded tribal sovereignty since the 1980 Settlement, including ongoing legislative efforts to enable tribal-operated online casino gaming. Governor Mills announced in January 2026 that LD 1164 — a separate online casino bill — would move forward, laying the groundwork for additional tribal gaming revenue in 2026 and beyond.
